Recreational Facilities
Who needs a permit?
Any campground, park, playground, organized camp, fair, festival, or mass gathering (as defined in the Legislative Rule 64 CSR 18) is required to apply for a Permit to Operate a General Establishment. Additionally, any such facility offering food service(s) (including concession stands) and/or a pool must also apply for a separate Food Establishment Permit and/or Recreational Water Facility Permit. For limited events held at Recreational Facilities or Mass Gatherings, all food vendors must either have a valid Food Establishment/Mobile Food Establishment Permit, or obtain a Temporary Food Establishment Permit for the duration of the event.
Plan Reviews
Some facilities, such as RV campgrounds, are required to submit a Plan Review prior to construction, remodeling, or change of ownership. Additionally, facilities that will not have access to public water or sewage systems may be required to submit additional applications and information prior to construction. Before beginning any design or development for a new Recreational Facility, please consult with a Sanitarian at the Health Department at (304) 845-7840.
Recreational Facility Permit Application/Renewal
To apply for or renew a General Establishment Permit for a Recreational Facility, please submit the following to the Health Department:
- SG-49 Application for a Permit to Operate
- An Application for Environmental Health Permit
- Annual Permit Fee (renewals due every June)*
*Please note that the Marshall County Health Department does not currently charge a fee for permits for parks and playgrounds. However, such facilities are still required to submit an annual application for renewal and maintain upkeep of their facility in accordance with inspection outcomes.
Inspections
General Sanitation Inspections are conducted annually and on a complaint basis. Food and Recreational Water inspections within applicable facilities are generally conducted twice a year.
